The purpose of this paper is to discuss the types of relationships between the voluntary sector and public health governance in Canada (adversarial, complementary and supplementary). This was the case in Honduras recently. Michael Kergin was one of the commissioners and provides a personal first-hand account of what was accomplished and how.

This paper examines the sources of the growth of health expenditures and shows the limitations of two proposed remedies: greater productivity and a state enterprise to depoliticize the health care sector.
